DEPUTY DIRECTOR IMMIGRATION

ROLE DESCRIPTION: DEPUTY DIRECTOR IMMIGRATION
CORPORATE INFORMATION
1. Salary Range*: $ 51,132.98 – $ 65,555.10 (BAND J)
2. Contract Term: 3 years.
3. Duty Station: Suva. There may be a requirement to travel regionally and
Internationally
4. Reporting Responsibilities:
a) Reports To: Director Immigration
b) Liaises With: Internal and External Stakeholders.
c) Subordinates: Directly – 7 Managers
POSITION PURPOSE
The position is responsible for providing support to the Director of Immigration for the effective
management of the overall administration and operations of the Department to ensure that the
Department’s objectives are achieved within the necessary timeframe
KEY RESPONSIBILITIES
The position will achieve its purpose through the following;
1. Provision of accurate and timely advice and policy matters to Director and Permanent
Secretary;
2. Assist in the development of new Policies and review of current policies based on
Government’s directions and other international conventions
3. Management of the day to day administrative and operational functions of the Department;
4. Develop and lead a robust approach to monitoring and evaluating Department’s activities
to demonstrate the impact and value of the breadth of the work against Vanuatu’s
20Development Plans;
5. Represent the Department at events in relation to national policies and programs of
Government in the economic, socio-cultural, infrastructure, planning and governance
sectors;
6. Compile and deliver the annual policy, research budget, business plan activities and KPI’s
7. Prepare and ensure all relevant policies and papers are delivered on time with accurate
information.
KEY PERFORMANCE INDICATORS
Performance will be measured through the following indicators;
1. Timely and Accurate advice is provided to ensure consistent approach to operational
activities;
2. Provision of timely consultation for any policy proposals received, analyzed and processes
within agreed service standards and timelines;
3. Efficient and Effective management of practices are delivered on a schedule time;
4. All agreed activities in Coasted Operational Plan are completed and delivered as outlined
in the work plan/business plan work schedule.
PERSON SPECIFICATION
In addition to Post graduate qualifications (or equivalent) in public policy, public administration,
human resource management or similar the following Knowledge, Experience, Skills and
Abilities are required to successfully undertake this role
KNOWLEDGE AND EXPERIENCE
1. Five years of management experience and a strong track record in delivering results
2. At least 3-5 years analyzing policy proposals;
3. Thorough knowledge and acquired relevant experience in strategic planning and annual
budget preparations
4. Experience supervising and coordinating staff activities
5. Sound knowledge of public administration policy and practice.
SKILLS AND ABILITIES
1. Demonstrated ability to analyze and propose innovative solutions to complex problems,
in a resource constrained environment;
2. Demonstrated ability to think creatively, be open to change and to see the implications of
changes proposed;
3. Demonstrated ability to effectively manage the administration and finance for designated
activities, preferably in a public sector or regulated environment;
4. Demonstrated ability to coordinate staff and their activities at different levels and from
different backgrounds and experience;
5. Excellent communication skills and the ability to negotiate successful outcomes;
6. Capacity to utilize computer programs to support the operations of complex organization
PERSONAL CHARACTER AND ELIGIBILITY
Applicants for employment within the Vanuatu Civil Service must be Vanuatuan Citizens, under the age of
60, in sound health with a clear police record. The successful applicant will be required to provide
a medical certificate and police clearance prior as a condition of employment.
