MANAGER – COMPLIANCE & INVESTIGATION

CORPORATE INFORMATION

  1. Position Band: I
  2. Salary Range*: $43,296.63 – $ 55,508.50
    *Additional performance payments may be available for our highest performers, in accordance with
    the Public Service Commission guidelines
  3. Contract Term: 3 years with a 6 months probationary period
  4. Duty Station: Suva. There may be a requirement to travel regionally and Internationally
  5. Reporting Responsibilities:
    a) Reports To: Director Immigration
    b) Liaises With: Police Department, FRCA, Ministry of Foreign Affairs, Foreign Missions,
    and Vanuatu Missions abroad, Local Companies and organisations; other
    Government Departments and members of the public.
    c) Subordinates: Senior Immigration Officer, Immigration Inspector, Assistant Immigration
    Officer

POSITION PURPOSE
This position ensures that the Investigation and Inspection/Detention and Removal of illegal
immigrants are in accordance with the Immigration laws and regulations.

KEY RESPONSIBILITIES
The position will achieve its purpose through the following:

  1. Providing accurate and timely advice to the Director of Immigration on Compliance, Investigation
    cases, Human Trafficking and Refugee issues.
  2. Formulate policy for Departing Deportee and Complaints received.
  3. Formulate and review of standard operating procedures (SOP) for investigation, detainees,
    searches, deportation and detention center operations and safe-house.
  4. Ensure that staff are performing and that all activities are aligned with the Section Plan in order to
    meet business objective.
  5. Ensure effective compliance of processes through training and coaching of staff.
  6. Ensure that submissions on Compliance, Investigation, Human Trafficking, Refugee issues and
    reports are prepared and submitted within agreed timeframes.
  7. Actively contribute to all requirements, including planning, budgeting and corporate/ Human
    Resource Management activities as required.

KEY PERFORMANCE INDICATORS

  1. All advice and processes are delivered within agreed timeframes, and compliant with relevant
    legislation and policies.
  2. Conduct timely and accurate audits on immigration process and identify noncompliance
    issues/situations.
  3. All technical staff are supervised, mentored for active participation and timely contribution to
    achieve outputs of the organization as well as professionally developed to carry out responsibilities
    of the Unit. Provide efficient Customer Service with Average Resolution/Response time (ART)
  4. Monitoring of staff performance and attendance are conducted to enable business continuity, and
    delivery of quality services.
  5. All reports are submitted within the agreed timeframes and ensuring efficient management of
    budgeted allocations and monitoring of resources for Deportation and Detention centre

PERSON SPECIFICATION
In addition to relevant Post Graduate qualification and an Undergraduate Degree in Management &
Public Administration, Business Administration or (equivalent experience). The following Knowledge,
Experience, Skills and Abilities are required to successfully undertake this role.

KNOWLEDGE AND EXPERIENCE

  1. At least 5 years’ experience performing similar duties or managing resources in an organisation.
  2. Practical working experience, managing resources in an organisation.
  3. Understanding of the management of teams and promoting a culture of high performance.

SKILLS AND ABILITIES

  1. Demonstrated ability to lead, analyse and make sound decisions.
  2. Ability to make decision which is logical and balanced in accordance with relevant legislation and
    policy on Human Trafficking and Refugee issues.
  3. Demonstrated ability to communicate effectively with excellent interpersonal skills.
  4. Demonstrated ability to produce and analyse quality sectional reports.
  5. Ability to adapt and advocate progressive change within a diverse environment.
  6. Capacity to utilise computer programs to support the operations of the department.
  7. Service oriented approach, with a commitment to supporting the operational and corporate
    environment of the organisation.

PERSONAL CHARACTER AND ELIGIBILITY
Applicants for employment within the Vanuatu Civil Service must be Vanuatuan Citizens, under the age of 60, in
sound health with a clear police record. The successful applicant will be required to provide a medical
certificate and police clearance prior as a condition of employment.
