CORPORATE INFORMATION

  1. Position Band: $51,132.98- $65,555.10 (BAND J)
    *Additional performance payments may be available for our highest performers, in accordance with the

  2. Contract Term: 3 years with a 6 months probationary period.
  3. Duty Station: Suva (Local and international travel may be required)

    c) Subordinates: SIO R&D, Immigration Officer, Research Officer, Immigration Inspector,
    System Analyst, Programmer, Assistant Programme

POSITION PURPOSE
This position is responsible for ensuring the Department of Immigration’s information management systems and hardware are available at all times. Ensuring the Department is able to provide timely and accurate immigration services for Vanuatu and liaising with the Ministry of Information and Communications. It will also oversee the Research and Development section and actively leads the development, dissemination, and implementation of responsive ICT capacity through quality data management, programming, hardware and user support services.

KEY RESPONSIBILITIES
The position will achieve its purpose through the following;

  1. Provide solutions to system improvement and innovative solution to enhance immigration services
    delivery through upgrades to eGate Solution, online access of Immigration services (Evisa/ePermits)
    and Document Management System;
  2. Work in partnership with work unit managers to maintain an ongoing programme of work to improve delivery of immigration services including support for implementation and ongoing functionality of ePassport, eGate and Border Management systems;
  3. Working with Vanuatu Overseas Missions to support the ePassport system and ensuring timely resolution
    of system issues;
  4. Establish and maintain an IT plan for the Immigration Department to ensure that hardware and software support the delivery of efficient and timely immigration and corporate services;
  5. Maintain security of information technology systems, assets, data, network access, and backup systems and manage agreed audits to verify the security of internal and external systems;
  6. Work with work unit managers to analyse the need, develop the scope and develop and implement
    applications for new and enhanced systems and hardware which will improve security and support the delivery of business improvements including telecommunication, document management, Online Visas, Internet Payment Gateways, and automation of immigration workflows;
  7. Maintain an Information Technology and Systems Framework of policies and procedures which
    support efficient, effective and secure management of Immigration information technology support
    client-oriented service delivery by the Department;
  8. Work with Departmental management to support the evaluation and implementation of Vanuatu
    Immigration systems with external systems, such as the INTERPOL database, to provide Vanuatu with
    improved immigration security;
  9. Support capacity development and management functions of the IT team and users;
  10. Supervision of research work and process improvement;
  11. Facilitate requests on policy matters to Permanent Secretary through the Director of Immigration; and
  12. Actively contribute to all department requirements, including planning, budgeting and corporate and social activities.

KEY PERFORMANCE INDICATORS
Performance will be measured through the following indicators;

  1. Efficient delivery of immigration services to users and clients;
  2. Responsiveness to IT complaints and queries;
  3. Implementation of new and innovative solution;
  4. Hardware and upgrades of existing systems met the requirements and delivered within budget;
  5. Information system security is maintained and systems comply with relevant local and international
    licensing laws;
  6. Information technology and systems strategy, policies and procedures are established, implemented and annually reviewed;
  7. Timely delivery of system generated organization result and reports;
  8. Monitoring of staff performance and facilitate improvement and development needs.
  9. Corporate requirements are met, including effective management of financial, human and physical
    resources.

PERSON SPECIFICATION
In addition to a Masters qualification in Information Technology, Computer Science or another relevant
field or equivalent relevant experience, the following knowledge, experience, skills and abilities are required to successfully undertake this role.

KNOWLEDGE AND EXPERIENCE

  1. A minimum of ten (10) years’ experience in the IT Industry, with at least four (4) years in a management
    role, with demonstrated success in managing major software development and implementation projects;
  2. Comprehensive understanding of information systems management and appropriate approaches to
    undertaking information analysis of computer hardware/software systems;
  3. Experience in managing a data centre and comprehensive understanding of data governance requirements;
  4. Experience in planning and managing IT infrastructure in a medium sized organization, including
    managing systems, computers, help-desk, servers and printers in a geographically diverse organisation;
  5. Comprehensive knowledge of modern programming languages and experience in programming

    resources, to achieve success in a resource-constrained environment;
  2. Demonstrated ability to effectively communicate verbally and in writing with people from a range of

  3. Effective analytical and problem solving skills and the ability to implement and manage change in a
    clear, logical manner;
  4. Demonstrated ability to manage and motivate a team with multiple priorities and to deliver projects and services to agreed standard, budget and deadlines;

  6. Demonstrated ability to identify and mitigate risks and maintain confidentiality, using sound judgment and discretion to address identified issues

PERSONAL CHARACTER AND ELIGIBILITY
Applicants for employment within the Vanuatu Civil Service must be Vanuatuan Citizens, under the age of 60, in sound health with a clear police record. The successful applicant will be required to provide a medical certificate and police clearance prior as a condition of employment.
